Revendications du Groupe de travail de la Cité Universitaire

Les résident.e.x.s de la Cité Universitaire, soutenu.e.x.s par la Conférence Universitaire des Associations d’Étudiant.e.x.s exigent :
1) Des contrats de bail à la place de contrats d’hébergement
La transformation des contrats d’hébergement actuels en contrats de bail qui assurent davantage de droits et plus de protection aux locataires.
2) La fin du régime d’annonce
La fin du régime d’annonce pour inviter des personnes à dormir. Cela implique :
- La fin de l’enregistrement des personnes invitées auprès de l’administration de la Cité universitaire ;
- La fin des frais de 15 CHF par invité.e.x ;
- La fin de la transmission des listes d’invité.e.x.s par la Cité U à la police ;
- La mise à disposition sans cadenas d’un matelas invité.e.x par locataire dans tous les bâtiments ;
- L’autorisation pour les personnes externes à la Cité universitaire de rester après 23h30.
3) L’aménagement personnel des chambres, des couloirs et des espaces communs
L’autorisation d’amener son propre mobilier, y compris électroménager, ainsi que de décorer sa chambre.
4) L’accès facilité aux espaces de la Cité U
La possibilité de se présenter à la réception pendant l’entièreté des horaires d’ouverture pour accéder à la cave
5) L’introduction de la possibilité de faire son propre ménage
La possibilité pour chaque locataire de décider de faire le ménage de sa chambre soi-même ou de le déléguer à des professionnel.le.x.s.
6) La fin du régime de contrôle de nettoyage et de ses comptes-rendus
La fin du régime de contrôle semestriel du nettoyage des appartements ou des chambres et la mise en place d’un état des lieux unique à l’arrivée et au départ des locataires.
7) L’arrêt du système d’avertissement
L’abandon du système d’avertissement qui implique un non-renouvellement du contrat
8) L’autorisation de sous-louer sa chambre
L’autorisation pour les locataires partant en échange ou en vacances de sous-louer leur chambre.
9) La facilitation d’échanger de chambre
La facilitation de la procédure pour changer de chambre au sein de la Cité U en tout temps et en toute gratuité.
10) Le respect de la sphère privée
- L’interdiction des employé.e.x.s de sécurité de rentrer dans les logements sans l’accord des locataires ;
- L’obligation des employé.e.x.s de la Cité U de prévenir les locataires avant de se présenter à leur logement pour y entrer.
11) L’interdiction d’augmenter les charges
L’interdiction d’augmenter les charges payées par les locataires de la Cité U.
12) Renonciation des coûts et transparence des options de garantie
La possibilité de payer la caution directement à la Cité universitaire sans passer par un service tiers de cautionnement et sans aucun frais administratif, indépendamment du statut de la personne locataire, ainsi que des explications plus claires sur les possibilités de dépôts de caution auprès du service “Firstcaution”
13) Une température adéquate
- La garantie d’avoir une température adéquate selon les recommandations fédérales dans les bâtiments, en hiver comme en été ;
- Une meilleure isolation thermique des logements.
14) Garages à vélos
- L’installation, en nombre suffisant, de garage à vélo dans tous les bâtiments, également durant la rénovation des bâtiments
- L’accessibilité, à tous les bâtiments, par une rampe.
15) La possibilité de visiter sa chambre
La possibilité de visiter sa future chambre avant de signer le contrat.
16) Préservation des conditions de logement lors de la rénovation des bâtiments
Un relogement digne des actuel.le.x.s locataires dans des conditions a minima équivalentes durant les travaux de rénovation des bâtiments A et B, qui entraîneront le délogement de centaines d’étudiant.e.x.s. La rénovation doit garantir :
- l’augmentation de la surface des plans de travail pour cuisiner ;
- un nombre adéquat et supérieur de plaques de cuisson ;
- un nombre adéquat et supérieur de salles de bain et de douches ;
- une amélioration de l’état et des conditions d’intimité des salles de bain et douches.
We demand :
1) Lease contracts rather than accommodation contracts
The transformation of current accommodation contracts into lease contracts, providing residents with more rights and more protection.
2) An end to the announcement policy
The end of the announcement policy when inviting people to sleep over. This means :
- The end of the registration with the Cité Universitaire administration of guests invited to stay over ;
- The end to the 15 CHF per guest fee ;
- The end to the transmission of guest lists by the Cité U to the police ;
- The supply of one (not locked) guest mattress per resident in all buildings ;
- The authorisation for persons external to the Cité Universitaire to stay in the buildings after 11.30pm.
3) Personal furnishings in bedrooms, corridors and common areas
Residents are allowed to bring their own furniture, including electrical appliances, and decorate their rooms.
4) Easier access to Cité U areas
Access to the caves through reception during opening hours.
5) Introduction of the possibility of doing one’s own cleaning
The possibility for each resident to decide whether to clean their room themselves or to delegate it to professionals.
6) An end to the cleaning inspection system and its reports
An end to the biannual cleaning inspection of flats or rooms and its replacement by a property inventory at the arrival and departure of the residents.
7) Discontinuation of the warning system
The abandonment of the warning system, which implies non-renewal of the contract
8) Authorisation to sublet rooms
Authorisation for residents going on exchange or on holiday to sublet their room.
9) Facilitated room exchanges
A facilitated procedure for changing rooms within Cité U at any time and free of charge.
10) Respect for privacy
- Forbidding security employees from entering flats without residents’ consent or awareness;
- Mandatory forewarning by Cité U employees before entering a flat or room
11) A ban on service charge increases
No increase in charges paid by Cité U residents.
12) Waiver of guarantee costs and transparency of guarantee options
The possibility of paying the deposit directly to the Cité Universitaire without going through a third-party bonding service and without any administrative costs, regardless of the resident’s status, as well as clearer explanations on the possibilities of deposits with the “Firstcaution” service.
13) Adequate temperature
– The guarantee of an adequate temperature in buildings, both in winter and summer, in accordance with federal recommendations;
– Better thermal insulation in housing.
14) Bicycle garages
– Sufficient bicycle parking facilities in all buildings, also during the renovations
– Ramp access to all buildings.
15) The possibility to visit your room
The possibility to visit your future room before signing the contract.
16) Preserving housing conditions during the renovation of the buildings
Dignified rehousing for current residents in at least equivalent conditions during the renovation work on buildings A and B, which will result in the displacement of hundreds of students. The renovation must guarantee :
- an increase in the cooking surface area;
- an adequate and increased number of cooking hobs;
- an adequate and increased number of bathrooms and showers;
- an improvement in the privacy conditions of bathrooms and showers .
